According to this Canada article, cab
drivers and pilots may refuse guide animals if they are allergic to
the animal:

As I have noted, taxi drover often use
the "I have an allergy" excuse to refuse guide animals, and this is
one of the factors in the reports that Guide Horse users find it
easier to get a cab in a busy metro area.
This is another positive issue with
Guide Horses, as there are far fewer people who are allergic to
horses than dogs. This article notes:
The federal transport regulator has ruled that safety concerns
over a pilot
who is allergic to dogs trumps a complaint from three blind women
with guide
dogs who were denied seats on a commercial airline.
The unusual situation of competing impairments left the Canadian Transportation Agency admitting that, sometimes, practical airline operations means not every disabled accessibility concern can be redressed. "The agency recognizes that there may be situations where a carrier's ability to meet the needs of passengers with disabilities is affected by safety considerations," the agency said in its ruling, released yesterday. "It is apparent that, for safety reasons, [the women] and their guide dogs could not be together on the same flight with the pilot who has an allergy to dogs."
